Purpose of the Role
The Director Institutional Affairs EU leads the design and development of the Institutional Affairs strategy for the EU Region. Drawing on a deep understanding of EU institutions, political dynamics and legislative procedures, the role ensures advocacy on PMI priorities is aligned with EU policy objectives and institutional developments. The Director provides strategic advice and coordination to regional, cluster and market leadership teams, builds constructive relationships with key EU stakeholders, and helps create a supportive environment for PMI’s Combustion-Free Vision.
Key Responsibilities
- EU institutional strategy: Devise and lead the EU institutional strategy, aligning advocacy priorities with PMI’s transformation goals, business objectives and the evolving European legislative landscape.
- Policy leadership and strategic advice: Provide guidance and coordination to EU regional, cluster and market teams on key institutional affairs priorities, major dossiers and milestones. Act as a reference point on EU institutional policy matters.
- EU engagement: Lead policy discussions and engagements with EU institutions, promoting understanding of PMI’s transformation and the rationale for differentiated regulation of smoke-free products.
- Stakeholder engagement: Establish and manage constructive relationships with relevant stakeholders across the EU environment.
- Political and regulatory intelligence: Monitor and analyze political, regulatory and public debate developments to identify risks and opportunities and support the development of positions and engagement strategies.
- Cross-functional collaboration: Partner with External Affairs teams and other internal stakeholders to develop and implement advocacy plans, strategies and policy positions.
- Regulatory priorities: Provide strategic advice on key legislative dossiers and relevant international forums, focusing on differentiated regulatory treatment and sustainable business impact.
- Content and partner management: Coordinate internal and external business partners in developing policy positions, narratives and engagement materials for institutional stakeholders.
Skills & Competencies
- Education: Advanced degree in Political Science, Law, International Relations or a related field.
- Experience: 7 to 9 years of relevant experience within EU institutions and/or Institutional or External Affairs roles in large private-sector organizations.
- EU expertise: Strong knowledge of EU institutions, policy-making and legislative procedures, with the ability to interpret political and regulatory developments and translate them into strategic priorities.
- Strategic leadership: Proven ability to develop institutional strategies, provide senior-level advice and coordinate complex agendas.
- Stakeholder management: Excellent relationship-building, communication and influencing skills, with the credibility to engage senior institutional and business stakeholders.
- Collaboration: Strong cross-functional mindset and ability to work effectively across regional, cluster and market teams in a complex international environment.
- Languages: Fluency in English and Italian.

Compensation: In this position, you will earn no less than 128.324,00 € Yearly.
