This role serves as the strategic lead for Illicit Trade Prevention (ITP) across the CCA cluster, ensuring the protection of PMI's products, brands, and supply chain integrity against smuggling, counterfeiting, and other forms of illicit trade through active engagement and collaboration with public and private entities. The Manager ITP CCA acts as the primary interface between ITP Operations, Commercial, Legal, External Affairs, and Law Enforcement stakeholders in the region, driving compliance, risk mitigation, and intelligence-led strategies to safeguard PMI's business and contribute to a smoke-free future.

Your ‘day to day’

  • Develop and execute the ITP strategy for CCA, aligned with regional (LAC) and global ITP objectives, business priorities, and regulatory requirements.
  • Conduct risk assessments across CCA markets to identify vulnerabilities in the supply chain, distribution channels, and market dynamics.
  • Monitor illicit trade trends, modus operandi, and emerging threats specific to the CCA region (smuggling, counterfeiting, illicit whites).
  • Lead volume tracking and sales analysis to identify anomalies, trends, and potential risks impacting supply chain integrity and commercial performance.
  • Drive initiatives that enhance transparency, traceability, and product authentication across commercial and ITP workflows in CCA markets.
  • Support the creation of comprehensive intelligence packages and tailored reports for internal stakeholders and external law enforcement agencies.
  • Map and analyze changing modus operandi of illicit actors to support disruption strategies and inform business decisions.
  • Build and maintain strong public-private partnerships with law enforcement agencies, customs authorities, government bodies, and industry organizations across CCA countries.
  • Support external engagement initiatives that position PMI as a credible partner in the fight against illicit trade in the region.
  • Develop and deliver actionable reports and dashboards for senior stakeholders, highlighting compliance risks, market intelligence, and commercial performance indicators.

Who we’re looking for

  • Bachelor's degree in Business, Law, Finance, International Relations, or related field.
  • Master's degree is a plus.
  • 5+ years in the tobacco industry, FMCG, or similarly regulated sector, with strong exposure to commercial operations, supply chain, compliance, or law enforcement.
  • Experience in anti-illicit trade initiatives, volume control, brand protection, or regulatory compliance is highly desirable.
  • Strong network-building capabilities with law enforcement and government stakeholders.
  • Willingness to travel across the CCA region as required.
  • Ability to connect regional insights with global ITP objectives and translate them into actionable plans.
  • Proven ability to influence and collaborate across functions (Commercial, Legal, External Affairs, Law Enforcement).
  • Ability to assess and prioritize risks in a dynamic, multi-market environment.
