External Affairs Manager – Melbourne, Australia

As External Affairs Manager, you will play a pivotal role in shaping and influencing public policy to support tobacco harm reduction and the practical implementation of PMI’s smoke-free vision. You will lead strategic engagement with government, policy makers, and key third-party stakeholders to build awareness and support for progressive public health and fiscal policies.

Key Responsibilities:

• Develop and help execute PML’s public policy and regulatory strategy.
• Interpret and advise the business on legislation/regulations across therapeutic goods, health and wellness, fiscal policy and law enforcement.
• Lead high-impact advocacy and engagement with Government, regulators, policy influencers and trade partners.
• Build and maintain a robust network of stakeholders across federal and state governments, industry groups, unions, consumer and community organisations, and think tanks.
• Serve as a subject matter expert on public policy, regulatory affairs, and tobacco harm reduction.
• Monitor and analyse policy developments, providing strategic advice to internal teams.
• Lead and deliver PML’s Sustainability Program as part of our global sustainability and ESG strategy.

We’re looking for someone who has:

• A proven track record in complex public policy analysis, preparing influential and impactful submissions, government affairs, or stakeholder engagement—ideally within a highly regulated industry.
• Strategic thinking and planning capabilities aligned with business and societal goals.
• Deep understanding of Australian political processes and the public policy landscape.
• Exceptional communication skills—written, verbal, and interpersonal—with experience in advocacy, research, and analysis.
• A background in law and/or economics will be highly regarded.
