Purpose of the Area

• Responsible to manage smooth execution of customs & excise business process;

Program Delivery
• Manage accurate customs & excise reportng and ensure timely submission to customs & excise or any relevant authority including to manage if any ambiguity regarding implementation of regulation in respective authorities
• Manage and build sustainable relationship & collaboration with customs & excise or any relevant authority - to ensure smooth execution of customs & excise business process
- Compliance and KPI tracking

Accountability 1

BUSINESS CONTINUITY
• Manage smooth execution of customs & excise business process either self handled of 3rd party handled,
 - Customs: License, EXIM Clearance & Delivery, Duty Payment/Credit, Duty Drawback, Bonded Facility
-  Excise: License, Tax Stamp, Production & Movement Reporting, Excise Refund
• Responsible to solve operational issues through clear and intensive communication, coordination and follow up action
•  Provide timely and high quality input during all stages of budget process. Effective & effecient in monitor and control cost of excise & customs processes
• Manage & supervise 3rd party/vendor performance who is assigned to support relevant customs & excise business processes

COMPLIANCE
• Lead the implementation of SOP and working instruction  by internal and external person in charge (including 3rd party/vendor)
•  Develop improvement plan and follow up action for any discrepancies/issues in operational activities, including to monitor the improvement plan and follow up action
•  Organize tasks to respond to any audit request both coming from internal and external
•  Getting stakeholders agreement in term of plan, data, action plan to encounter any deviation as well as to solve issues arise along the process

DOCUMENT, SUBMISSION AND COMPLIANCE
• Manage accurate & on time customs & excise document submission to customs & excise, or any relevant authorities 
• Manage process lead time of each customs & excise transaction and take necessary action to ensure each step is executed in effective and efficient manner
• Organize customs & excise document retention for period in accordance with local regulation for internal and external audit review purposes •  Develop improvement plan and follow up action for any discrepancies/issues in operational activities, including to monitor the improvement plan and follow up action

PROGRAM DELIVERY
•  Lead in developing clear plan and excellent follow up action to ensure smooth execution of project & improvement initiative, including to encourage customs brokerage to continuously improve their services
• Providing best effort for project & improvement initiative execution in relation with customs & excise activities

COMMUNICATION AND RELATIONSHIP
•  Lead in developing strong collaboration with internal stakeholders (i.e. Law, Finance, Tax, External Affairs, Manufacturing, Marketing, Sales, etc.) in order to have sustainable cooperation which support customs & excise business process
•  Manage and build sustainable relationship & collaboration with customs & excise or any relevant authority - local, regional and head office to ensure smooth execution of customs & excise business process

•  Lead improvement initiatives and responsible to take follow up action for continuously improving on customs and excise process.
•  Actively share best practices through OPEN+ implementation as well as to have self competency development

Education

• Level 1: grade 8
Able to deliver assigned accountabilities in performing supporting role in customs and/or excise business processes:
- Customs: License, EXIM Clearance & Delivery, Duty Payment/Credit, Duty Drawback, Bonded Facility
- Excise: License, Tax Stamp, Production & Movement Reporting, Excise Refund
• Level 2: (grade 9)
Responsible to deliver most of accountabilities in relation with high complexity in performing customs and/or excise business processes; Customs: License, EXIM Clearance & Delivery, Duty Payment/Credit, Duty Drawback, Bonded Facility, Excise: License, Tax Stamp, Production & Movement Reporting, Excise Refund. Able to identify problem and provide recommendation and follow up action with limited supervisory support. Display capability and evidence in expanding the Business Acumen dimension and start being part of cross functional projects. Minimal supervision is needed
• Level 3: Grade 9
Responsible to deliver all accountabilities in relation with complete scope of customs and excise business processes by taking the main leading role. Exceptional understanding of end-to-end excise business process. Strong stand-alone leadership, able to lead team, comfort around  higher management and focused communication skills verbal and written, advanced Business Acumen and capability to lead cross functional projects. Lead complex customs and excise business process and data diagnostics to continuously identify improvement opportunities and initiate best practice sharing

Work Experience

College/University, A minimum bachelor’s degree in finance or industrial management

Language Skills

A minimum of 3 years working experience in Compliance, Law, External Affairs, Finance, Operations and preferably with Government relations experience

Functional Skills

• Intermediate in understand business process manufacturing and depth knowledge in Supply Chain Management are necessity
• SAP and Visual Basic Programming Language 
• MS Word, MS Excel & MS Powerpoint
