We are looking for a Sr Manager Product Policy who will lead the development and execution of global product policy strategies across all product categories, ensuring alignment with regulatory frameworks, scientific evidence, and PMI’s business objectives.

This this role will translate complex regulatory and scientific landscapes into clear, actionable policy positions, enabling sustainable market access, supporting innovation, and strengthening PMI’s credibility with regulators and external stakeholders

Role Responsibilities

1. Product Policy Strategy & Leadership

  • Define and drive global product policy strategies across categories, including SFPs and pipeline innovations
  • Establish clear and coherent policy positions on key topics (e.g., product classification, ingredients, flavors, emissions, standards)
  • Anticipate regulatory trends and shape forward-looking strategies to mitigate risks and unlock opportunities
  • Ensure strong alignment between product policy, innovation pipeline, and business priorities

2. Regulatory Intelligence & Policy Development

  • Oversee monitoring, interpretation, and synthesis of global regulatory developments impacting product design and commercialization
  • Track emerging SFPs and potential alternatives to identify regulatory opportunities and threats, informing strategic decisions for category management
  • Develop forward-looking strategies to address regulatory evolution and innovative regulatory proposals, ensuring continued and sustainable market access and product viability.
  • Lead the development of evidence-based policy positions, advocacy materials, and regulatory submissions
  • Translate technical, scientific, and regulatory insights into actionable guidance for senior stakeholders
  • Ensure consistency of policy positions across markets, regions, and functions

3. Cross-functional Leadership & Governance

  • Act as a key interface between Corporate Affairs, Regulatory Affairs, Legal and R&D functions; ensure alignment across functions on high-impact regulatory and policy topics
  • Collaborate closely with CA Category Heads, Regulatory Policy, and Fiscal Policy teams to develop and align recommendations on regulatory approaches, including classification and product definitions.
  • Provide strategic input into governance bodies (e.g., regulatory intelligence and policy forums) to support decision-making and escalation
  • Engage with regional and market teams to deliver tailored CA product policy advice and materials, ensuring alignment with strategic objectives and priorities.

4. Market & External Engagement

  • Support regions and markets with tailored policy guidance, regulatory proposals / amendments to national regulations and advocacy strategies
  • Enable effective engagement with regulators, scientific bodies, and external stakeholders through clear and credible narratives
  • Represent PMI in high-level regulatory, policy, and scientific discussions where required (internal and external)
  • Contribute to strengthening PMI’s external credibility through consistent, evidence-based positioning

5. Knowledge Management & Capability Building

  • Lead development and continuous improvement of product policy toolkits, frameworks, and guidance
  • Drive knowledge dissemination through training, workshops, and internal engagement
  • Build capability across Corporate Affairs and Regulatory teams to strengthen product policy expertise

We are looking for someone with:

Education:

  • Scientific background (physics, chemistry, biology or related fields)
  • Strong understanding of regulatory frameworks, scientific principles, and product standards relevant to highly regulated industries

Related work experience:

  • Extensive experience in Corporate Affairs, Regulatory Policy, Regulatory Affairs, Product Policy, or related functions
  • Proven track record in developing and influencing regulatory or public policy frameworks
  • Experience operating in highly regulated and rapidly evolving industries e.g., FMCG, cosmetics, chemicals; tobacco & nicotine industry experience is a plus; or as a policymaker regulating such industries
  • Demonstrated ability to engage with senior internal stakeholders and external decision-makers
  • Experience leading teams, cross-functional initiatives and managing complex, multi-stakeholder environments
  • Ability to analyze the link between regulatory framework / trends and business development / product commercialization (e.g., identifying regulatory risks vs opportunities in the context of product portfolio development)
  • Ability to develop and prepare issue papers, advocacy materials and executive-level presentations that are impactful, comprehensible and bridge policy and politics
  • Ability to analyze issues and develop logical, customer-centric solutions, and distill into a concise, comprehensible and impactful recommendations
  • Ability to manage complexity and collaboration with numerous cross-functional teams and diverse markets with varying levels of product policy understanding, maturity and complexity of regulatory frameworks
  • Strong interpersonal skills, analytical skills, agility, resilience, outcome orientation, proactiveness, forward looking approach

The ideal candidate will bring deep expertise in regulatory insights, with the ability to operate at the intersection of science, policy, and business strategy. They demonstrate strong leadership in cross-functional environments, effectively aligning stakeholders and translating complex regulatory landscapes into clear, actionable strategies that enable market access and innovation. This position is designed for a senior level/director professional, with excellent communication skills, capable of efficiently lead the development of policy positions and engaging confidently with both internal leadership and external stakeholders.
