ABOUT THIS ROLE
For our Regulatory, Product and ESG Policy Team in External Affairs, we are looking for a Senior Manager Regulatory Policy, to be based in Lausanne and report into the Director Regulatory Policy.
Your key accountabilities will be to:
- Provide support in developing innovative and future-proof regulatory approaches
- Develop compelling advocacy narratives, position papers, data-driven case studies on policy approaches
- Work closely with External Affairs teams in the regions and markets across the globe to support them in executing their regulatory strategies
YOUR ‘DAY TO DAY’
Contribute to the achievement of regulatory policy objectives:
- Engage with External Affairs (EA) teams in regions and markets to provide bespoke regulatory policy advice, recommendations, and supporting materials
- Actively contribute to development of regulatory recommendations, in close collaboration with other members of the Regulatory, Product and ESG Policy team, as well as other EA functions (Fiscal, Customs and International Trade, Public Affairs), Commercial and Legal teams
- Coordinate, with market EA teams and the relevant internal subject matter experts, our responses to public consultations, to ensure the best use of arguments and alignment with global policy positions
- Monitor and provide analysis of regulatory developments & trends related to tobacco and nicotine containing products impacting regulatory classification, product features, commercial freedoms, law enforcement, etc.
- Monitor regulatory developments & trends in other sectors which may be relevant to inform regulatory strategy for tobacco and nicotine containing products
- Provide input on regulatory blueprints
Support regulatory policy advocacy:
- Develop well-written, compelling narratives and arguments supporting market transition towards smoke-free products that resonate with various audiences, including policymakers, politicians, 3rd party stakeholders
- As a policy expert, support market EA teams in engagements with various stakeholders, including policymakers, think tanks, etc.
- Expand the network of third-party stakeholders with regulatory policy expertise (including think tanks, NGOs, key opinion leaders, etc.) who are open to discussing innovative and effective regulatory approaches to consumer goods, particularly in the context of smoke-free products
WHO WE’RE LOOKING FOR
- Education: Masters’ Degree in Public/Gov. Policy, Law, Business Management or related fields
- Related work experience (10 years +)
- Regulatory Affairs (market, region, HQ) in highly regulated products such as tobacco & nicotine, alcohol, cannabis, chemical, energy, etc. or being involved in regulating these sectors as a representative of a governmental / regulatory institution or consultancy firm
- Experience in policy / law-making process, incl. involvement in revision of legislation and related engagements with policy makers at the Governmental and Parliamentary levels
- Good business understanding & experience in collaboration with commercial teams is a plus
- Ability to analyze political and regulatory trends to determine opportunities and risks for the business
- Ability to analyze the link between regulatory framework / trends and business development / product commercialization (e.g., identifying regulatory risks vs opportunities in the context of product portfolio development)
- Deep understanding of the rules of policy- and law-making processes, incl. at international or regional level, that will provide a strategic advantage in developing viable regulatory proposals / strategies that will resonate with external, regulatory and political stakeholders
- Ability to analyze issues and develop logical, customer-centric solutions, and distill into a concise, comprehensible, and impactful recommendations and narratives which bridge policy and politics
- Ability to manage complexity and collaboration with numerous cross-functional teams
- Strong communications skills (written and oral)
- Strong interpersonal skills, analytical skills, agility, resilience, outcome orientation
- Ability to engage with external 3rd parties on regulatory policy matters
