The role
The Manager Fiscal & ITP is responsible for developing and implementing fiscal policies and strategies to support the market’s objectives and global strategies. This role also leads efforts to combat illicit trade activities, ensuring a favorable legislative and taxation environment for the company’s products. The Manager acts as the expert voice on fiscal and illicit trade issues, providing guidance on taxation, international trade, and anti-illicit trade initiatives, while building and managing relationships with key decision-makers, government bodies, and industry partners.
Key responsibilities
Fiscal Policy Development & Advocacy
- Develop and implement fiscal policy positions and materials for external advocacy, including policy papers and model legislation for tax marking, economic operator rules, and excisable product movement.
- Engage with fiscal authorities and stakeholders to influence fiscal regulatory trends and support the market’s objectives.
Illicit Trade Prevention (ITP) Strategy
- Design and execute strategies to combat illicit trade, collaborating with law enforcement, industry partners, and internal teams.
- Leverage illicit trade data and narratives to support regulatory campaigns and create effective communication materials.
Stakeholder Engagement
- Build and manage relationships with government bodies, fiscal authorities, industry associations, and other relevant stakeholders to advocate for favorable fiscal and anti-illicit trade policies.
- Represent the company in discussions with external bodies on fiscal and illicit trade matters.
Compliance & Monitoring
- Ensure all fiscal and anti-illicit trade activities comply with relevant laws, regulations, and internal policies.
- Monitor legislative and regulatory developments, analyze their impact, and provide timely recommendations to market leadership.
International Trade & Industry Relations
- Develop international trade policy positions and support the preparation and filing of applications (e.g., Binding Tariff Information) to facilitate legal certainty in import/export activities.
- Foster relationships with industry and business associations to ensure the company’s interests are represented in fiscal and illicit trade discussions.
Who we’re looking for
- Degree in Finance, Law, Political Science, and Management or equivalent. MBA is preferred.
- Min. 8+ years of experience leading fiscal (and/or regulatory) strategies and direct interaction with government institutions and regulatory authorities.
- Working experience in highly regulated sectors or industries (e.g., pharma, chemical, energy, construction).
- Solid exposure in managing government relations or intergovernmental affairs at local or country level, with experience leveraging bilateral, regional, and multilateral forums.
- Fiscal Acumen: Deep understanding of tobacco/nicotine taxation frameworks, economic policy, and the impact of tax design on business in Malaysia landscape
- Illicit Trade Prevention: Ability to design and execute anti-illicit trade strategies, analyze illicit trade data, and collaborate with law enforcement.
- Stakeholder Management: Strong interpersonal and diplomatic skills to build and manage relationships with government, industry, and external partners.
- Advocacy & Communication: Excellent written and verbal communication skills for policy advocacy, external engagement, and narrative development.
- Compliance & Regulatory Knowledge: Familiarity with relevant laws, regulations, and compliance standards.
- International Trade: Understanding of trade policy, customs procedures, and legal frameworks for import/export activities.
- Analytical Skills: Ability to monitor, analyze, and report on legislative and regulatory developments.
- Leadership: Experience in leading projects, fostering collaboration, and driving continuous improvement.
