Position Title:  Chief Accountant

PURPOSE OF THE JOB:

• Manage all related Finance and Accounting processes in compliance with Vietnam Statutory and Regulatory requirement for VPM Head Quarter in Can tho.
• Provide support for VPM and VPM Br Management decision making process. 
• Heading Finance and Accounting function in head quarter in Can Tho, reporting daily to VPM General Director to review and act as final approval of all related finance and accounting documents for head quarter. 
• Manage 9 Finance and Accounting professional who are JV employees.

PRINCIPAL ACCOUNTABILITIES:

• Manage Finance and Accounting transactions are recorded and reported in compliance with relevant P&P, Vietnam Accounting Standards and Regulatory requirements; ensure they are completed in accurate and timely manner.
• Ensure that all month, quarter and annual Financial reports are prepared in accurate and timely manner.
• Ensure that key controls for Finance and Accounting are in place and effectively implemented in every single processes to secure compliance with Vietnam Accounting Standard, Direct and Indirect tax Laws and Regulations.
• Review Finance and Accounting risks on a regular basis, including but not limited to testing of key controls, and address immediately any issue and or violation identified.
• Ensure that all local tax (tax returns, declarations, transfer pricing documentation or other filings) compliances is prepared, reviewed and filed on a timely basis in order to avoid penalties and interest for errors, under-declarations or delayed compliance.  
• Ensure that adequate and appropriate records are maintained for tax record-keeping purposes and periodically reviewed.
• Review and challenge Finance and Accounting processes especially Production finance related to materials & conversion cost to identify areas for improvement, both from a quality, internal control and efficiency point of view, and recommend changes whenever deemed appropriate. 
• Be the main responsible contact point to handle financial information/queries from internal/external auditor, tax authority and other Government bodies, or any financial/ accounting request from Vinataba.
• Manage Finance and Accounting Function in the affiliate, including leading and developing accountants, supervisors and analysts, ensure appropriate technical skill sets are in place.
• Coordinate appropriate training to develop technical skill sets and ensure that appropriate resources are directed to achieve efficient and effective processes which are in compliance with Regulatory requirements.
• Assist VPM General Director in Finance and Accounting related matters, take the lead in the event there is Tax and or Custom Audit by the government. 
• Work with Can Tho People Committee in addressing any queries they may have related to Finance and Accounting for the Factory.
• Manage and implement high impact as-hoc projects such as streamlining closing process, performing tax planning. 
• Optimal and effective implementation of finance and accounting practices incompliance with Vietnam Taxation, Custom Law and other Regulatory requirements.
• Act as Business partner between PMI and Vinataba, and other stakeholders for all Finance and Accounting, and other business-related matters.
• Assist for MC related matters.
• Other tasks as requested from time to time by VPM General Director and VPM Branch management.

SKILLS AND COMPETENCIES:

• College/University, University degree in business related discipline, preferably with an MBA
• Valid Chief Accountant certificate is a must
• A minimum of eight years' experience with a multinational (or internationally based) organization, in a position requiring adequate knowledge about Accounting Standards and Finance practices. 
• A minimum of 3 years with Manufacturing field experiences which includes knowledge related to Supply chain management/ management related discussions, expert in manufacturing process & manufacturing financial controlling.
• Experience dealing with external auditors, Vietnam State Auditors, Provincial/State Government officials and financial institution.
• Presentation of financial data analysis/ company projects to Stakeholders is a plus
