Lead the development and implementation of an integrated Government Affairs strategy for PMI in Brazil, in order to obtain regulatory stability and predictability, and level the playing field for business growth in both commercial and operations areas of the business. Monitor the political environment, anticipate legal and political changes, develop regulatory submissions reflecting PMI's positions on issues relevant to the business environment of the company and develop, maintain relationship with stakeholders including but limited to government officials, regulators, media, business associations and NGO’s. Partner with business functions and liaise regularly with them when developing and executing on EA strategies.

The main purpose of the External Affairs Sr. Manager is to lead the development and implementation of an integrated Government Affairs strategy for PMI in Brazil, in order to obtain regulatory stability and predictability, and level the playing field for business growth in both commercial and operations areas of the business. Monitor the political environment, anticipate legal and political changes, develop regulatory submissions reflecting PMI's positions on issues relevant to the business environment of the company and develop, maintain relationship with stakeholders including but limited to government officials, regulators, media, business associations and NGO’s. Partner with business functions and liaise regularly with them when developing and executing on External Affairs strategies.

 

 

Your ‘day to day’:

 

Have full knowledge and understanding of the tobacco regulatory landscape in Brazil, in order to be aligned with regulatory and political strategies. Monitor and analyze the activities of regulatory bodies and other stakeholders on industry‑related topics, ensuring that PMI remains informed about relevant developments and emerging perspectives, as well as being able to anticipate future legislative or regulatory actions through the provision of information and other influence strategies. Provide expertise, knowledge, and advice to affiliate management on current and emerging political and regulatory issues, as well as on the evolution of societal expectations—especially regarding new and emerging products in PMI’s portfolio—with the objective of increasing understanding of how these issues impact the overall business strategy and supporting the development of appropriate business strategies for long‑term growth. Actively contribute to the creation and implementation of a broader External Affairs (EA) strategy in Brazil, connecting external stakeholders around a common goal.

Execute Government Affairs strategies to promote the organization’s goals and objectives. Monitor legislative and regulatory activities at the municipal, state, and federal levels, providing timely updates to internal stakeholders. Build and maintain relationships with government authorities, policymakers, and other key influencers to advocate for the organization’s interests. Represent the organization in meetings, hearings, and other relevant events, ensuring that our voice is heard and our concerns are addressed. Engage in coalition building and partnership development with other organizations and industry associations to strengthen advocacy efforts. Stay up to date on best practices and trends in government affairs to continuously improve strategies and approaches.

Work closely with the center of expertise to develop and execute regulatory strategies integrated into a comprehensive regulatory framework in Brazil, addressing business needs while ensuring a balanced and competitive environment in the short and long term. Develop engagement activities and opportunities with government authorities to support the development of local legislation aimed at establishing an effective and predictable regulatory environment aligned with the company’s short‑ and long‑term objectives.

Apply the highest standards of integrity and ensure full compliance with all applicable laws, as well as PMI policies and procedures across the organization, in order to support the long‑term sustainability of PMI’s business.

 


Who we’re looking for:

 

  • University Degree in Business Administration, Economics, Law, Social Science, or technical studies.
  • 10+ years’ experience in working with multinational companies in a similar role or in a government institution with experience relevant for the role.
  • Advanced English
  • Government Relations/Intergovernmental affairs experience at local, province, and country level, from which a proven ability to leverage the value of bilateral, regional, and multilateral government affairs forums, coalitions, business associations, and platforms has been gained.
